The create instance page has a menu of options for you to choose from. Within minutes, your new instance will spin up. Lightsail can create manual snapshots of your instance or create automatic snapshots for you if you want.

If there is a failure or bad deployment, you can use your instance snapshot to create a brand new instance. Snapshots in Amazon Lightsail can be found here. You can use the VPC peering service to connect your Lightsail instances to Amazon.

Lightsail does the work for you if you enable the VPC peering on your account page. You can use private IPs to address other resources in your default Amazon VPC if you have VPC peering enabled. Here you can find instructions.
