When you log in with a user who is part of the group, you can see the Documents navigation link. The user who is not part of the group will not be able to see the links in the modern site navigation. You can enter the group name in the web part properties under Advance if you edit the web part and then in the web part properties under Edit you can see the Target Audiences. If a user is part of the group, the web part of the page will not be visible to the user.
